The findings are concerning: inequalities in adulthood take root from the earliest age. Indeed, the gaps between children living in poverty — nearly 900,000 in France — and others are observable from early childhood through developmental delays of two kinds:

Cognitive delays: a difference of around 15% in language and pre-mathematical skills between the two populations, as well as delays in the development of psychosocial skills and motor abilities,

Medical delays: poorer health. There are three times as many low-birthweight babies in disadvantaged social groups, leading more frequently to bronchiolitis, asthma attacks… And a child learns less effectively when theyare ill.

Starting from this observation, the team found that 30% of these gaps are due to difficulties in accessing childcare for the most disadvantaged, and 70% are due to the parental environment. The aim is not to blame parents, who do what they can in these circumstances of precarity, but to understand the root causes of these gaps in order to act on them and attempt to change their consequences.

To this end, Break Poverty turned to affected families and French and international experts to propose recommendations for action. Five were identified:

Reduce financial pressure and the level of deprivation for vulnerable households,

Strengthen access to formal childcare for the most disadvantaged,

Improve accessibility to maternal and child health centres (PMI) for the most vulnerable and adapt their support,

Strengthen the capacity of voluntary organisations to support precarious families in their parenting role,

Make early childhood inequalities a policy priority.

All studies and recommendations are available on the Break Poverty website.

Milk for Good attended the presentation of the study on parenting support conducted by Break Poverty, whose social mission is to combat all forms of poverty.
